Applying for a MEXT scholarship with embassy recommendation

Some of the procedures of accepting Japanese government scholarship students (embassy recommendation) were revised in 2006. Annex 1 shows the annual schedule for application and selection. Candidates who have passed the first stage of selection are required to directly contact the universities of their choice to obtain a (1) Certificate of Enrollment as a graduate or research student or (2) Letter of Acceptance as a research student by the end of August. (3) The Ministry of Education, Culture, Sports, Science and Technology selects their host universities for those who cannot select their own by the end of August. Mie University "has issued Certificates of Enrollment as a regular or research student ((1) of Annex 1) to few candidates, but instead has issued Letters of Acceptance as a research student (Annex 2).

The following 2 ways as described in Annex 3 are possible that applicants can contact the universities of their choice. Most applicants directly contact the academic advisors of their choice.

  1. Directly contact the academic advisors of their choice
  2. Ask Mie university Center for International Education and Research (CIER) to select an academic advisor

In the case of (1), the academic advisor decides whether to accept the applicant based on the submitted application documents. If the academic advisor decides to accept, he/she fills in a Letter of Acceptance (Annex 2), obtains approval of his/her immediate manager on it, and sends it to the applicant. If the academic advisor decides not to accept, he/she notifies the applicant by e-mail or any other means.

In the case of (2), the Director of CIER asks the head of the department of the applicant's choice to select an appropriate academic advisor for him/her. The selected academic advisor decides whether to accept the applicant based on the submitted application documents. If the academic advisor decides to accept, he/she fills in a Letter of Acceptance (Annex 2), obtains approval of his/her immediate manager on it, and sends it to the applicant. If the academic advisor decides not to accept, he/she notifies the head, and the head notifies CIER. Finally, the Director of CIER notifies the applicant.
